The purpose of the following research was to determine whether conspicuity of an illuminated traffic signal lens could be increased with a modulating incandescent light source. Experiments were conducted both in the laboratory and a controlled field setting under normal and degraded viewing conditions using both static and dynamic testing situations. Four experiments are reported here. There were four other experiments conducted which are not reported here. Some of these served as the basis for later studies.

In issuing this Request for Proposal (RFP), the New York Metropolitan Transportation Council (NYMTC) allies itself with the leading agency in this country in their efforts to modernize the existing data products and improve the communication between the agency and the public.
This report presents a design for an electronic permit issuance system for overdimensional and/or overweight vehicles with nondivisible loads. The system has been designed in collaboration with, and for use by, the New York State Department of Transportation (NYSDOT), but the major elements of the design (if not the specific details) should be ransferrable to other states or agencies.
The tragic events of September 11th, 2001 have had a profound and unimaginable impact on lower Manhattan, and the New York City metropolitan region. The changing perception of the safety of the transportation modes as a result of 9/11 is impacting the way in which the individuals make choices of mode and place of work and residence, and the way in which businesses make location decisions.
The tragic events of September 11th, 2001 (9/11) have had a profound and unimaginable impact on activities in all of lower Manhattan, and the New York City metropolitan region. Profound, of course, because of the huge loss of life, and because of the continuing sense of trauma of the survivors. These events have also provided a monumental challenge to transportation and city planners because there are no guidelines in US planning/engineering literature on how to manage after such an event occurs.
The overall objective of this research project is to study mobile work zone safety with particular attention to the identification of work zone safety devices, information systems for the reduction of safety and congestion, and implementation of innovative techniques to reduce delays and crashes due to work zones.
