Robert F. Baker has a Masters Degree of Science in Civil Engineering from Rutgers University, a Bachelors Degree of Science in Industrial Engineering from the College of New Jersey, and Associate Degree of Science in Mechanical Engineering from Trenton Junior College. He completed the Masters level certificate program for Certified Public Managers at Rutgers University.

Mr. Baker has 38 years experience in research related to transportation analysis, transit, highway engineering, construction and maintenance specifications, construction contracting, materials and safety. His interests and expertise includes soils and foundation engineering, analysis and design of roadside safety features, traffic safety and traffic accident analysis, highway materials science, transit analysis, highway construction and maintenance practices and new transportation technologies. Mr. Baker has published numerous articles and formal reports related to his research. He is active in Transportation Research Board Committees for Roadside Safety Features and Recycled Materials, HiTech Civil Engineering Research Foundation expert panels and National Cooperative Highway Research Program advisory panels.
