Dr. William Milczarski

Professor Milczarski served as the Director of the Graduate Program in Urban Planning from 1996 to 2006. He has held visiting professorships at Rutgers University, Columbia University, and the Institute for Urban Planning at The University of Paris. A substantial portion of his research career was devoted to the analysis of fair housing issues using data collected under the US Home Mortgage Disclosure Act (HMDA). He co-authored several studies based on that data for the National Community Reinvestment Coalition. He completed a study for the US Attorney’s Office in the Eastern District of New York which demonstrated the racially discriminatory impact of the residential property tax assessment system in Nassau County, NY. He has consulted on fair housing issues to several organizations, including the American Civil Liberties Union Foundation, Neighborhood Housing Services of NYC, and Asian-Americans for Equality. He worked with the Pace University Energy and Climate Center analyzing the transportation impacts of the July 2006 power outage in Queens, NY. He is currently doing research on non-motorized transportation with Prof. Peter Tuckel of Hunter’s Sociology Department. Together, they are writing a book on the growing popularity of walking in the United States.
