The NJDOT has experienced escalating highway right-of-way costs in recent years. It is necessary to determine the important characteristics of remainders of partial taking that affect right-of-way costs. Much of the right-of-way being acquired only results in a partial taking of abutting property. The remaining property might have access/egress, circulation, and parking patterns disrupted.

The purpose of the project is to collect and analyze data acquired from the Bureau of Utilites and Right-of-Way of NJDOT, from site visitations, and from site plans on file in municipalities for sites visited. The investigation will result in a better understanding of the impact of partial taking of property on operational characteristics of the remaining property, including access/egress movements, circulation patterns, and parking requirements.
